The scope of work (SOW) sets forth the services to be provided by the HR Consultant – Diversity, Equity & Inclusion Manual Development, to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services to states in Nigeria.

About Us:  

Technical Advice Connect LTD/GTE (TAConnect) is an innovative Technical Assistance (TA) delivery platform, conceptualized by the Bill and Melinda Gates Foundation to respond to State TA priorities to promote sustainable improvements in State Primary Healthcare (PHC) systems’ performance and increase the uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.

Working with the State Ministries of Health (SMoH), State Primary Health Care

Development Agencies (SPHCDAs), and Local Government Health Authorities (LGHAs), TAConnect is supporting ten (10) states to improve the management systems and operation efficiency of PHCs. Furthermore, the organization is tasked with helping the 10 states to adopt, implement, and sustain GANC/PNC as a health systems intervention that can serve as a veritable platform to improve the uptake and quality of well-integrated RMNCH services.

Also, TAConnect under its new investment, will be supporting states to leverage the GANC/PNC model as a veritable platform to layer a suite of contextualized RMNCAH+N high-impact interventions leveraging a strong data-driven and evidence-based framework that will ramp uptake of key services such as family planning, maternal and childhood immunization, malaria in pregnancy, nutrition and newborn care service to improve maternal and newborn outcomes.

Job Description:

TAConnect is seeking an experienced HR Consultant specializing in Diversity, Equity, and Inclusion (DEI) to develop a comprehensive and contemporary DEI Manual and associated implementation/operational guidelines for TAConnect. The successful candidate will lead the formulation, implementation, and presentation of these policies to ensure alignment with our organizational goals and commitment to fostering an inclusive workplace culture.

Principal Duties and Responsibilities (Essential Functions):

  • Collaborate with key stakeholders to assess current organizational practices and identify areas for improvement related to DEI.
  • Develop a comprehensive DEI Manual tailored to TAConnect’s values, objectives, and operational framework.
  • Create detailed operational guidelines aligned with the DEI Manual to guide employees and management in daily practices.
  • Conduct thorough research on best practices, legal requirements, and industry benchmarks related to DEI initiatives.
  • Facilitate workshops, training sessions, or presentations to introduce the DEI Manual and SOP to relevant stakeholders within the organization.
  • Provide guidance and support in the implementation and integration of DEI initiatives across all levels of the organization.
  • Collaborate with HR and leadership teams to measure, track, and evaluate the effectiveness of DEI initiatives through key performance indicators (KPIs) and metrics.

Job Qualifications

  • Education: Bachelor’s degree in human resources, Organizational Development, Business Administration, or a related field. A master’s degree is preferred.
  • Experience: Minimum of 5 years of experience in Human Resources, with a focus on Diversity, Equity, and Inclusion. Experience in the NGO sector will be an added advantage.
  • Expertise: Proven track record of developing, implementing, and evaluating DEI initiatives in a corporate or organizational setting.
  • In-depth knowledge of DEI best practices, policies, and legal requirements
  • Analytical Skills: Strong analytical skills with the ability to collect and interpret data related to DEI metrics.
  • Communication: Excellent communication and presentation skills with the ability to engage and influence stakeholders at all levels.
  • Work Approach: Ability to work independently and collaboratively in a remote or virtual work environment. Understanding RMNCAH+N or healthcare-related initiatives is a plus.

Working Conditions

The consultancy is typically 80% remote and 20% physical. Physical meetings may be required throughout the consultancy, especially during the assessment and presentation phases, in consultation with the TAConnect team.

The consultancy period is for 20 days, with the activity breakdown stated in the timetable below.

Activity Plan Timeline Description
Assessment & Planning Phase 5 days Conduct an initial assessment to understand the current organizational culture, policies, and practices related to diversity, equity, and inclusion. This phase also includes conducting interviews, surveys, and data collection to identify strengths, weaknesses, and areas for improvement. Conduct in-depth research on best practices, legal requirements, and industry benchmarks in DEI. Develop a detailed plan outlining the specific components of the
DEI Manual and SOPs that need to be created or revised.
Manual & Operational Guideline Development Phase 10 days Collaborate with stakeholders to draft the DEI Manual tailored to TAConnect’s values. This phase may involve multiple iterations, feedback gathering, and alignment with organizational goals. Develop detailed Standard Operating Procedures aligned with the DEI Manual, providing clear guidelines and instructions for TAConnect employees and management on implementing DEI practices in daily operations.
Presentation, Training, and Integration Phase 5 days Prepare and deliver presentations and training sessions to introduce the DEI Manual and SOPs to relevant TAConnect stakeholders and employees within the organization. This phase might involve multiple sessions based on different departmental needs.

Supervision

The HR Consultant will be supervised by The Director, Finance, Admin, and Operations, in collaboration with the HR & Operations Specialist.
