The scope of work (SOW) sets forth the services to be provided by the HR Consultant – Standard Operational Guidelines Development, to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services to states in Nigeria.

About Us:

Technical Advice Connect LTD/GTE (TAConnect) is an innovative Technical Assistance (TA) delivery platform, conceptualized by the Bill and Melinda Gates Foundation to respond to State TA priorities to promote sustainable improvements in State Primary Healthcare (PHC) systems’ performance and increase the uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.

Working with the State Ministries of Health (SMoH), State Primary Health Care Development Agencies (SPHCDAs), and Local Government Health Authorities (LGHAs), TAConnect is supporting ten (10) states to improve the management systems and operation efficiency of PHCs. Furthermore, the organization is tasked with helping the 10 states to adopt, implement, and sustain GANC/PNC as a health systems intervention that can serve as a veritable platform to improve the uptake and quality of well-integrated RMNCH services.

Also, TAConnect under its new investment, will be supporting states to leverage the G-ANC/PNC model as a veritable platform to layer a suite of contextualized RMNCAH+N high-impact interventions leveraging a strong data-driven and evidence-based framework that will ramp uptake of key services such as family planning, maternal and childhood immunization, malaria in pregnancy, nutrition and newborn care service to improve maternal and newborn outcomes.

Job Description:

TAConnect is seeking an experienced HR Consultant responsible for reviewing and dissecting TAConnect’s existing manuals to extract, develop, and refine comprehensive Standard Operational Guidelines. Working closely with cross-functional teams, this role will involve a deep understanding of organizational policies, processes, and best practices, aiming to optimize workflow and ensure adherence to regulatory standards and best practices.

Principal Duties and Responsibilities (Essential Functions):

  • Conduct a thorough analysis of TAConnect’s existing manuals across various departments and functions.
  • Extract and consolidate Standard Operational Guidelines from the current manuals.
  • Assess and update existing Standard Operational Guidelines in line with evolving industry standards/practice, regulatory requirements, and organizational needs.
  • Collaborate with team leads and stakeholders to validate and refine Standard Operational Guidelines, ensuring alignment with organizational goals.
  • Develop comprehensive documentation outlining Standard Operational Guidelines for easy reference and implementation.
  • Create training materials and facilitate workshops to educate teams on Standard Operational Guidelines and ensure their effective adoption.

Job Qualifications

  • Education: Bachelor’s degree in human resources, Organizational Development, Business Administration, or a related field. A master’s degree is preferred.
  • Experience: Minimum of 5 years of experience in HR operations, manual development, or a similar role. Experience in the NGO sector will be an added advantage.
  • Expertise: Proven track record of extracting Standard Operational Guidelines from existing policies and creating comprehensive procedural documentation.
  • Strong understanding of HR principles, regulations, and best practices. Analytical Skills: Excellent analytical skills.
  • Communication: Excellent communication and presentation skills with the ability to engage and influence stakeholders at all levels.
  • Work Approach: Ability to work independently and collaboratively in a remote or virtual work environment.
  • Proficiency in project management and documentation tools/software.

Working Conditions

The consultancy is typically 80% remote and 20% physical. Physical meetings may be required throughout the consultancy, especially during the assessment and implementation phases, in consultation with the TAConnect team.

Assessment and Planning Phase

5 days

Meet with key TAConnect stakeholders, including Team Leads and HR PoC, to understand the scope, gather existing manual documents, and outline the project plan.

Manuals Review and Analysis Phase

10 days

Conduct a comprehensive review of existing manuals across departments. Analyze the content, identify redundancies, gaps, and inconsistencies, and begin extracting Standard Operational Guidelines.

Operational Guidelines Development Phase

15 days

Draft, refine, and validate Standard Operational Guidelines in collaboration with stakeholders. Develop detailed procedural documentation ensuring clarity and adherence to best practices.

Validation and Feedback Phase

5 days

Present the drafted Standard Operational Guidelines to relevant departments for validation. Gather feedback, make necessary revisions, and finalize the Standard Operational Guidelines.

Documentation and Implementation Phase

5 days

Prepare comprehensive documentation of finalized Standard Operational Guidelines, create training materials, and conduct workshops to facilitate understanding and implementation.

Supervision

The HR Consultant will be supervised by The Director, Finance, Admin, and Operations, in collaboration with the HR & Operations Specialist.
